I am also having issue with my windows 10 start menu opening on the wrong monitor. I am on the latest Windows 1903 update.

What is odd is that it will work first try after Windows boot and then after that will not work again.

Could you send over a debug log?

On the DisplayFusion Settings > Troubleshooting tab, change the Logging drop-down to "L1: Log Minimal" and click Apply
Try opening the start menu, and when it opens on the wrong monitor, note the time so we'll know where to check in the log file
Click the "Export Info to File" button on the Settings > Troubleshooting tab
Reply with the file attached
Disable debug logging after sending the log

You can find the debug logs attached.

I opened the Start menu on primary monitor towards end of 22:08 followed by secondary monitor at 22:09 and then followed by tertiary monitor at 22:09 as well.
