I am trying to enable this option, however when i apply and go back into it, the option is unchecked again.

I am assuming it will allow me to have a webpage as part of my background, and this is what i am trying to do.

Running Windows XP Pro.

Any suggestions?

Actually, that setting only controls how the wallpaper is tiled. When Active Desktop is enabled the wallpaper has to be tiled differently. The setting doesn't enable Active Desktop, and DisplayFusion will always auto-detect whether it is required and check it if needed. DisplayFusion doesn't have the ability to set a webpage as your desktop wallpaper, sorry.
