Opening at mouse position via that link works fine.
The problem is that programs that open in fullscreen (games, etc.) get out of resolution and look weird, so I have to reopen them on a specific monitor.

Is there any way to exclude certain programs?

You can grab the window text for that app, and then add it into the trigger with a minus symbol in front. For example if you didn't want it to fire on a new notepad window, the Window Text match condition would look like this:

-"Untitled - Notepad"

The rule doesn't seem to work for programs running as administrator, they ignore the rule and the trigger works.

Could you send me a copy of your troubleshooting info? Here are the steps:
  • Open the Settings > Troubleshooting tab
  • Click the "Export Info to File" button
  • Reply with the file attached
